Officer Elmer Marzan of SPD's 6th. District was presented with a new Alliance award, "TOP COP" at the recent Annual Luncheon. Officer Marzan worked for months in a high crime area, making arrests, arranging for clean up, and facilitating undercover stings, which resulted in a significant reduction in crime and calls for service.
